Voting system | Mixed: Parallel Systems - Proportional representation system for 28 seats: political parties surpassing the 5-per-cent threshold are entitled to seats. - Majority system for 48 seats: candidates must obtain at least 28 per cent of valid votes to be declared elected. Otherwise, fresh elections are held. Polling only valid if at least 50 of the registered electors have turned out in each constituency. Vacancies arising between general elections are filled through by-elections. Voting is not compulsory.
